In the first three weeks of 2018, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – published six op-eds in prominent news outlets, including Fox News and The National Interest. In summer and fall 2017, Dr. Sheehan also authored seven additional op-eds that circulated in Washington’s policy community and raised themes subsequently picked up by prominent U.S. officials in public remarks and prior to important votes. *The National Interest is the leading journal associated with the realist school of foreign policy and is published by the Center for the National Interest, chaired by Henry Kissinger. The article, which was a leading article at the magazine during the 2018 Iran uprising, was coauthored with University of Michigan Professor Emeritus Raymond Tanter, who served on the National Security Council senior staff in the Regan White House. The article was subsequently translated into Farsi by Voice of America – Iran (VOA Farsi).

In winter 2017, Dr. Sheehan was also profiled in a magazine article titled Professor Ivan Sascha Sheehan Zeroes in on Conflict Both at Home and Abroad.

Dr. Sheehan is the Vice Chair of the Board at the American Committee on Human Rights (formerly known as the Iran Policy Committee). The organization, which educates policymakers on U.S. Iran policy, is made up of senior former White House, State Department, Pentagon, and CIA officials, as well as scholars from think tanks and academia. Sheehan’s scholarship, policy-oriented writing, and media appearances have been influential in shaping Washington’s thinking on the prospect of a democratic transition in Iran.

Dr. Sheehan is scheduled to appear at the Policy Studies Organization’s 2018 Middle East Dialogue this spring and anticipates presenting at the 2018 annual conference of the American Political Science Association in the fall.

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, participated in a live online press briefing sponsored by the Organization of Iranian-American Communities (OIAC) on September 22. The briefing, broadcast from Paris, featured a roundtable discussion on Iran policy, human rights, and President Hassan Rouhani’s tenure in advance of the United Nations General Assembly meeting in New York.

WHY: Nuclear talks with Iran touched off a fierce debate in Washington over the nature of the accord and its review by Congress. Honoring the legacy of Paul Leventhal, a pioneer of Congressional oversight of nuclear nonproliferation who later highlighted the threat of Islamist Iran and its pursuit of nuclear weapons, this panel will critically examine key aspects of the accord that Congress is to assess under the Iran Nuclear Agreement Review Act of 2015.

As a Senate aide, Leventhal organized hearings leading to the 1978 Nuclear Nonproliferation Act.  He then created the Nuclear Control Institute, and subsequently joined the board of the Iran Policy Committee, which Raymond Tanter heads, at its debut conference on 23 February 2005. After Leventhal’s passing in 2007, NCI’s papers were archived at the University of Texas, which established the Nuclear Proliferation Prevention Project and the Leventhal Fellowship.

The NPPP is coordinated by Prof. Alan J. Kuperman, who has written most recently on breakout and proliferation consequences of theIran deal.

Prof. Ivan Sascha Sheehan directs graduate programs in Negotiations and Conflict Management/ Global Affairs and Human Security. The author of several critiques of preemptive force, Sheehan writes and speaks on matters pertinent to congressional oversight of theIran deal, including regime change from within, the Iran threat, and the main Iranian opposition to a nuclear-armed Iran. Sheehan will assess future scenarios and contingencies for the congressional review.

…By October of 2008, Colonel Patrick Kelleher, in a report submitted to the Joint Military Operations Department at the Naval War College, had proposed that conflict transformation be embraced wholesale by the U.S. government as the primary framework and a “paradigm” for “Security, Stability, Transition and Reconstruction Operations (SSTR)” in what was now being called the “Long War” against insurgency. Borrowing from Lederach the importance of implementing a process to achieve “sustainable results” and from other influential work by Miall, Ramsbotham, and Woodhouse, he addressed the need to achieve transformation at five levels: “context transformation,” “structural transformation,” “actor transformation,” “issue transformation,” and “personal and group transformation.” But at each level, although he used the language of conflict transformation (paying attention to “basic human needs” and “empowering civil society”), he cast its intent in clearly utilitarian and prescriptive terms, such as to “win the peace,” “to establish a new domestic order,” and “to further U.S. objectives.”
