SHEEHAN | Trump Sanctions Set Stage for Necessary Regime Change in Iran | The Hill | 4 AUG 2017

On August 4, 2017, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – authored an op-ed in the congressional newspaper The Hill on the value of the bipartisan passage of the sanctions legislation directed at Iran, North Korea, & Russia. The Countering America’s Adversaries Through Sanctions Act of 2017 (H.R. 3364) passed through both chambers of the U.S. Congress with more support than almost any piece of major legislation in recent memory. Dr. Sheehan’s scholarship on regime change, policy-oriented writing, and media appearances have been influential in shaping Washington’s thinking on the prospect of a democratic transition in Iran and curtailing Tehran’s state-sponsored terrorism through sanctions and support of the Iranian opposition.

During summer 2017, Dr. Sheehan authored a number of influential op-eds that were shared thousands of times via social media and circulated in Washington’s policy community. Dr. Sheehan‘s article in New York Daily News was published on the second anniversary of the conclusion of negotiations that resulted in the Joint Comprehensive Plan of Action with Iran (JCPOA) and proposed a formal shift in U.S. policy consistent with American national security interests and Department of State rhetoric. In the article that follows, Dr. Sheehan was invited by the French newspaper La Tribune to weigh in on the Trump-Macron summit in Paris. Dr. Sheehan also published two widely circulated articles in June that addressed terrorism and U.S. policy in Middle East, including one in The Baltimore Sun.

Each of the the policy-oriented commentaries were in keeping with remarks that Dr. Sheehan made at a panel discussion for U.S. officials in Europe earlier this summer where he spoke alongside former Secretary of Homeland Security Tom Ridge and joined a distinguished international research delegation.

This past June, Dr. Sheehan also served as the Moderator for the National Geographic Channel premiere of Hell on Earth: The Fall of Syria & the Rise of ISIS in Washington, D.C. The documentary – by Academy-Award nominated filmmaker and New York Times #1 best-selling author Sebastian Junger and Emmy award winner Nick Quested – traced the origins of the Syrian crisis and the rise of Islamic State. In June Dr. Sheehan also delivered a keynote address at a think-tank in Paris, France and co-authored a Citiciscope article.

In July 2017, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – traveled to Paris as part of a distinguished research delegation examining the Iranian opposition in the lead up to the second anniversary of the Joint Comprehensive Plan of Action with Iran. The theme of the conference – regime change in Iran – was consistent with Dr. Sheehan’s policy-oriented writing, scholarship, and media appearances, as well as analyses he has provided to policymakers in the U.S. Congress.

An invited guest of the organizing committee, Dr. Sheehan met with bipartisan U.S. officials during his visit to discuss Middle East policy as well as his scholarship on regime change. He also spoke at panel discussion featuring former Secretary of Homeland Security Tom Ridge and participated in extensive media coverage of the event. Topics raised by Dr. Sheehan in recent op-eds were also discussed by prominent U.S. and world leaders. The annual conference – which featured crowds estimated at more than 100,000 – is the largest annual gathering of the democratic Iranian opposition in exile and featured remarks by leaders from more than fifty countries, a bipartisan delegation of senior U.S. officials, and prominent academics from around the world. The Joint Comprehensive Plan of Action with Iran, democracy, human rights, the rule of law, and the deteriorating situation in neighboring Syria and Iraq were discussed. The events, which were carried live in the U.S. by Fox News and The Washington Times, were also broadcast inside Iran by Voice of America and featured prominently in Arab newspapers.

Dignitaries in attendance included former Speaker of the U.S. House of Representatives Newt Gingrich; former FBI Director Louis Freeh, former Secretary of Homeland Security Tom Ridge; former U.S. Attorney General Judge Michael Mukasey; and former National Security Advisor to President George W. Bush, Frances Townsend, and many others. Prince Turki bin Faisal Al Saud, former Director of the Saudi General Intelligence Directorate in Saudi Arabia’s Intelligence Agency, pledged his commitment to regime change in Iran and expressed strong support for the Iranian resistance. Dr. Sheehan has written and spoken extensively on the concept of regime change in Iran in both scholarly and news outlets.

How do I know?

I am the author of three empirical, peer-reviewed journal articles that examine matters involving the exiled Iranian resistance group Mujahedin-e Khalq (MEK), also known as People’s Mujahedin Organization of Iran (PMOI). I also penned the foreword to an independent 2013 study undertaken by Ambassador Lincoln P. Bloomfield Jr. that addressed the misinformation campaign directed at Western government policies toward the Iranian opposition group. Bloomfield, a former defense and foreign policy official who served three presidents over five administrations in the Pentagon, White House, and State Department, produced the scholarly history of the MEK to challenge conventional wisdom within the Department of State and to prompt fresh policy thinking…

…There is an urgent need for Washington to undertake a thorough counterintelligence investigation of Iran’s influence campaign in the U.S.

While in Europe, Sheehan met with a recently released American hostage detained at Iran’s notorious Evin Prison and examined the deteriorating human rights situation in Iran through a series of interviews with Iranian dissidents.

Although not openly stated by bin Faisal, the new NCRI-Riyadh alliance may be expected to involve funding, intelligence sharing, and possible collaboration in operations aimed at the shared goal of overthrowing the current Tehran regime.

SHEEHAN | Iran Nuclear Deal One Year Later: Reconsidering Western Optimism | The Hill | Op-Ed | 5 July 2016

In the lead up to the first anniversary of the conclusion of negotiations that resulted in the Joint Comprehensive Plan of Action with Iran, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – assesses the wisdom of Western optimism in the face of a deteriorating situation in the Middle East. Writing in the congressional newspaper The Hill, Sheehan concludes that “Western support for a regime engaged in repressive and destabilizing activities in Syria and Iraq – resulting in forced migration with global security implications – is not sustainable or sensible.” #PDF

Excerpts:

…policymakers viewed Rouhani’s election as a vindication of the 2009 protests on the Iranian street. The uprising was brutally repressed by the Iranian Revolutionary Guards Corp after Western powers turned a blind eye to the regime’s domestic violence and intimidation.

Rouhani’s reformist rhetoric, with its emphasis on domestic liberalization and the loosening of restrictions, stood in stark contrast with Mahmoud Ahmadinejad’s firebrand style. The liberal veneer was appealing and the regime successfully leveraged the appearance of moderation.

The charm offensive gave hope to Western policymakers desperate for a kinder, gentler leader in Tehran with whom to negotiate and ultimately resolve the nuclear issue.

The hope of moderation proved as false as it was naïve.

Not only was the rhetoric inconsistent with supreme leader Ayatollah Ali Khamenei’s repressive stances on free speech, academic freedom, minority rights, religious pluralism, gender equality, and democratic activities but Rouhani’s follow-through on promised reforms proved elusive. Though it may not matter to Western officials, the failure to enact reforms greatly impacted Iranian citizens who came to rue their initial support for the apparent moderate.

The theme for the 2016 Southern Political Science Association Annual Annual Conference is Rich and Poor Democracy. The theme reflects an overarching interest in the positive and normative aspects of the inequality in democratic representation. The Southern Political Science Association is one of the oldest and largest political science organizations in the United States. Founded in 1929, its principle goals are to improve teaching, to promote interest and research in theoretical and practical political problems, to encourage communication, and to develop standards of competence and respect between persons engaged in the professional study and practice of government and politics.

Sheehan also recently spoke at the 2015 International Studies Association (ISA) Annual Conference in New Orleans, the 2015 American Political Science Association (APSA) Annual Conference in San Francisco, and is scheduled to appear at the 2016 Middle East Dialogue/Policy Studies Organization (MED/PSO) annual meeting in Washington, D.C. in February 2016.

On November 5, 2015, Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, spoke in the U.S. Congress alongside prominent U.S. officials including the first Secretary of Homeland Security Tom Ridge, Chairman of the House Foreign Affairs Subcommittee on Middle East and North Africa Rep. Ileana Ros-Lehtinen (R-FL), House Foreign Affairs Chairman Ed Royce (R-CA), Foreign Affairs Ranking Member Rep. Eliot Engel (D-NY), Rep. Ted Poe (R-TX), Rep. Dana Rohrabacher (R-CA), Former U.S. Assistant Secretary of State Amb. PJ Crowley, Former White House National Security Council Senior Staffer and Professor Emeritus at the University of Michigan Raymond Tanter, Former Executive Director of Freedom House Bruce McColm.

The briefing, held in the U.S. House of Representatives Rayburn Office Building, came just one week after a terrorist attack on Iranian dissidents killed 24 individuals and wounded dozens more. The briefing featured assessments of U.S. Iran policy in the the context of the Joint Comprehensive Plan of Action with Iran and bipartisan condemnations of recent violence directed at the Iranian opposition detained in Iraq. The missile attack received widespread coverage in U.S. media including articles in The New York Times, The Washington Post, The Wall Street Journal, the Washington Times, The Associated Press, and FOXnews.com.

Senate Armed Services Committee Chairman John McCain (R-AZ) issued a strong statement describing the attack as an “outrage” which “represents a betrayal of the civilians the United States committed to protect.”

In his remarks Dr. Ivan Sascha Sheehan issued an assessment of the realities facing U.S. policymakers:

“The world’s shift to a pro-engagement policy with Tehran facilitated the decision to crack down on those individuals promoting freedom, democracy, human rights, gender equality, the rule of law, and a non-nuclear Iran.

The attack is just the most recent example of the Iranian regime’s continued state sponsorship of terrorism, in spite of the nuclear agreement.

In the week’s ahead, Congress must build the bipartisanship necessary to demand accountability and action from the Iraqi Government. Congress must also independently use its leverage to only allow funds, arms, and training to the Iraqi Government after it has ensured – in a transparent way and credible way – the protection of the residents of Camp Liberty. In the wake of the Joint Comprehensive plan of Action with Iran, Congress must act more resolutely than ever before.”

As the United Nations General Assembly gets underway, Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, weighs in at Al Jazeera on the human rights situation in Iran and the unique opportunity before world leaders.

“The Iranian regime continues to execute its citizens at a higher rate than any U.N. member state. In fact the regime boasts the highest rate of executions per capita in the world, surpassing even China. More than two thousand have been executed on President Hassan Rouhani’s watch in just two years, more than in any similar period in the past twenty-five years.

Robert Kagan of the Brookings Institution makes the case that regime change in Teheran is the “best nonproliferation policy.” But regime change from within may also be the best strategy to uphold human rights.

U.S. President Barack Obama makes a mistake by treating Tehran as a fixture of the Middle East landscape but other U.S. officials need not make the same mistake. International law does not simply guarantee sovereignty. It upholds human rights. States are instruments of and by the people, not the other way around.”

WHY: Nuclear talks with Iran touched off a fierce debate in Washington over the nature of the accord and its review by Congress. Honoring the legacy of Paul Leventhal, a pioneer of Congressional oversight of nuclear nonproliferation who later highlighted the threat of Islamist Iran and its pursuit of nuclear weapons, this panel will critically examine key aspects of the accord that Congress is to assess under the Iran Nuclear Agreement Review Act of 2015.

As a Senate aide, Leventhal organized hearings leading to the 1978 Nuclear Nonproliferation Act. He then created the Nuclear Control Institute, and subsequently joined the board of the Iran Policy Committee, which Raymond Tanter heads, at its debut conference on 23 February 2005. After Leventhal’s passing in 2007, NCI’s papers were archived at the University of Texas, which established the Nuclear Proliferation Prevention Project and the Leventhal Fellowship.

The NPPP is coordinated by Prof. Alan J. Kuperman, who has written most recently on breakout and proliferation consequences of theIran deal.

Prof. Ivan Sascha Sheehan directs graduate programs in Negotiations and Conflict Management/ Global Affairs and Human Security. The author of several critiques of preemptive force, Sheehan writes and speaks on matters pertinent to congressional oversight of theIran deal, including r egime change from within, the Iran threat, and the main Iranian opposition to a nuclear-armed Iran. Sheehan will assess future scenarios and contingencies for the congressional review.
