In June 2018, Dr. Sheehan traveled to Paris as part of a research delegation examining the Iranian opposition as protests swept over Iran. Sheehan’s policy-oriented writing, scholarship, and media appearances – as well as analyses provided to policymakers in the U.S. Congress – have examined matters related to regime change in Iran. On June 29, 2018, Sheehan participated in radio, print, and television media in Paris, including interviews with talk show host Mike Siegel (syndicated by Genesis Communications Network), Al Arabiya, Iran National Television, and the National Council of Resistance of Iran. Dr. Sheehan also spoke, on background, for reporting carried out by POLITICO.

The Paris conference, carried live in the U.S. by Fox News and The Washington Times, was also broadcast inside Iran by Voice of America and featured prominently in many Arab newspapers. Dignitaries in attendance included former Speaker of the U.S. House of Representatives Newt Gingrich; former FBI Director Louis Freeh, former Secretary of Homeland Security Tom Ridge; former U.S. Attorney General Judge Michael Mukasey; former National Security Advisor to President George W. Bush, Frances Townsend, and many others.

Breaking news following the event indicated that the rally had been targeted by agents of Iran’s Ministry of Intelligence (MOIS) in a terror plot thwarted by authorities in Belgium, France, Germany, and Austria who worked together to foil the bombing. Five individuals, including an Iranian diplomat, who was reportedly working as an MOIS Station Chief in Vienna, were arrested after being trapped with explosives and a detonator. The plot was immediately reported on by The New York Times, Wall Street Journal, Reuters, and NBC and addressed by senior U.S. State Department officials.

In summer 2018, Dr. Sheehan was also invited to join select, senior former U.S. officials – including Speaker Newt Gingrich, FBI Director Louis Freeh, and Attorney General Michael Mukasey – as a signatory to an open letter published in the The New York Times in support of Iranian protesters promoting democracy in Iran. Sheehan was also invited to join a group of select, distinguished U.S. officials as a signatory to an official letter sent to Secretary of State Mike Pompeo on the foiled terror plot launched by the Iranian Ministry of Intelligence (MOIS) that targeted the rally for democracy in Iran held in Paris.

In the lead up to the first anniversary of the conclusion of negotiations that resulted in the Joint Comprehensive Plan of Action with Iran, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – assesses the wisdom of Western optimism in the face of a deteriorating situation in the Middle East. Writing in the congressional newspaper The Hill, Sheehan concludes that “Western support for a regime engaged in repressive and destabilizing activities in Syria and Iraq – resulting in forced migration with global security implications – is not sustainable or sensible.” #PDF

…policymakers viewed Rouhani’s election as a vindication of the 2009 protests on the Iranian street. The uprising was brutally repressed by the Iranian Revolutionary Guards Corp after Western powers turned a blind eye to the regime’s domestic violence and intimidation.

Rouhani’s reformist rhetoric, with its emphasis on domestic liberalization and the loosening of restrictions, stood in stark contrast with Mahmoud Ahmadinejad’s firebrand style. The liberal veneer was appealing and the regime successfully leveraged the appearance of moderation.

The charm offensive gave hope to Western policymakers desperate for a kinder, gentler leader in Tehran with whom to negotiate and ultimately resolve the nuclear issue.

The hope of moderation proved as false as it was naïve.

Not only was the rhetoric inconsistent with supreme leader Ayatollah Ali Khamenei’s repressive stances on free speech, academic freedom, minority rights, religious pluralism, gender equality, and democratic activities but Rouhani’s follow-through on promised reforms proved elusive. Though it may not matter to Western officials, the failure to enact reforms greatly impacted Iranian citizens who came to rue their initial support for the apparent moderate.

Excerpts:

When force disintegrates into barbarism in asymmetric conflicts, as it was shown to do in footage released in 2003 depicting abuse and humiliation of Iraqis at Abu Ghraib prison, the negative effects are magnified. The photographs of U.S. soldiers and CIA personnel abusing Iraqi prisoners was not simply, as Fareed Zakaria (2005) put it, just “bad public relations”:

Ask any soldier in Iraq when the general population really turned against the United States and he will say, ‘Abu Ghraib.’ A few months before the scandal broke, Coalition Provisional Authority polls showed Iraqi support for the occupation at 63 percent. A month after Abu Ghraib, the number was 9 percent.

The lesson: When you brutalize the enemy, there are negative consequences.

The theme for the 2016 Southern Political Science Association Annual Annual Conference is Rich and Poor Democracy. The theme reflects an overarching interest in the positive and normative aspects of the inequality in democratic representation. The Southern Political Science Association is one of the oldest and largest political science organizations in the United States. Founded in 1929, its principle goals are to improve teaching, to promote interest and research in theoretical and practical political problems, to encourage communication, and to develop standards of competence and respect between persons engaged in the professional study and practice of government and politics.

Sheehan also recently spoke at the 2015 International Studies Association (ISA) Annual Conference in New Orleans, the 2015 American Political Science Association (APSA) Annual Conference in San Francisco, and is scheduled to appear at the 2016 Middle East Dialogue/Policy Studies Organization (MED/PSO) annual meeting in Washington, D.C. in February 2016.

Hundreds of Iranian-Americans rallied outside the White House on April 14 as Iraqi Prime Minister Haider al-Abadi met with President Obama.

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs at the University of Baltimore, addressed the crowds by discussing the destructive role played by the Iranian regime’s interference in Iraq and called for the prompt eviction of the Iranian Revolutionary Guard Corps’ Quds Force and its commander, Major General Qassem Soleimani, from Iraq noting that these were prerequisites for a durable solution to the Iraqi crisis.

Also speaking at the event were Col. Wesley Martin, formerly stationed at Camp Ashraf as Senior Anti-Terrorism and Force Protection Officer for Coalition Forces in Iraq; Professor Raymond Tanter, a Senior National Security Council staffer in the Reagan White House; Mr. Bruce McColm, former Executive Director of the prominent human rights organization Freedom House; and Mr. Steven Schneebaum, international lawyer and Professorial Lecturer at Johns Hopkins University’s School of Advanced International Studies. The speakers pointed to ongoing detention of the Iranian resistance in Iraq and called on the international community to do more to protect the Iranian dissidents from Iraqi forces acting as proxies for Tehran.

Dr. Ivan Sascha Sheehan has published a new peer-reviewed study titled Are Suicide Terrorists Suicidal? A Critical Assessment of the Evidence in the journal Innovations in Clinical Neuroscience.

The literature on suicide terrorism, the most lethal form of terrorist violence, is largely dominated by the fields of Political Science and International Relations where the prevailing wisdom is that suicide terrorists are without mental illness. Individuals who commit acts of suicide terrorism are believed to do so for religious, cultural, strategic, political, or sociological reasons, or because they are driven by hopelessness, revenge, love, hate, despair, or a desire for attention. Whether suicide terrorists suffer from psychopathology, exhibit clinical signs of suicidality/ homicidality, or are otherwise without mental illness and motivated by purely strategic, religious, or political agendas, however, is a matter of contention. Knowing whether suicide terrorists are in fact suicidal has policy implications for prevention, rehabilitation, and the “softer” side of counterterrorism designed to win hearts and minds. This study examines the history of suicide terrorism and the theoretical arguments, as well as empirical evidence, for and against the possibility that suicide terrorists may be suicidal with the goal of placing these arguments in the context of a broader range of explanations for suicide violence. The paper also highlights the need for more systematic data collection using structured diagnostic tools to accurately frame the problem of suicide violence.
