On July 1, 2018, Dr. Ivan Sascha Sheehan was named Executive Director (Chair) of the School of Public & International Affairs (SPIA) – the largest unit within the College of Public Affairs – at the University of Baltimore. In this role, Sheehan will oversee 7 graduate and undergraduate programs, 6 program directors, 23 full-time faculty, dozens of adjunct faculty, and more than 750 students.

The University of Baltimore’s College of Public Affairs is in the top 25 percent of all 282 public affairs institutions in the United States in the 2019 U.S. News & World Report graduate-school rankings, where it ties with Brown University, Claremont Graduate University, University of Massachusetts-Amherst, University of Texas-Dallas, University of California-San Diego, and Pepperdine University. The University of Baltimore is a member of the University System of Maryland.

Prior to assuming leadership of the School of Public and International Affairs, Dr. Sheehan – a tenured Associate Professor of Public and International Affairs – served for 8 years as the director of the Negotiation and Conflict Management graduate program and founding director of the Global Affairs and Human Security graduate program in the College of Public Affairs.

An award-winning professor, Sheehan is the recipient of the 2015 University of Baltimore President’s Faculty Award, the 2016 University System of Maryland Board of Regents Award, and a 2017 citation from the Maryland State Senate in recognition of “Exceptional leadership and Service to the University of Baltimore.”

On August 4, 2017, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – authored an op-ed in the congressional newspaper The Hill on the value of the bipartisan passage of the sanctions legislation directed at Iran, North Korea, & Russia. The Countering America’s Adversaries Through Sanctions Act of 2017 (H.R. 3364) passed through both chambers of the U.S. Congress with more support than almost any piece of major legislation in recent memory. Dr. Sheehan’s scholarship on regime change, policy-oriented writing, and media appearances have been influential in shaping Washington’s thinking on the prospect of a democratic transition in Iran and curtailing Tehran’s state-sponsored terrorism through sanctions and support of the Iranian opposition.

During summer 2017, Dr. Sheehan authored a number of influential op-eds that were shared thousands of times via social media and circulated in Washington’s policy community. Dr. Sheehan‘s article in New York Daily News was published on the second anniversary of the conclusion of negotiations that resulted in the Joint Comprehensive Plan of Action with Iran (JCPOA) and proposed a formal shift in U.S. policy consistent with American national security interests and Department of State rhetoric. In the article that follows, Dr. Sheehan was invited by the French newspaper La Tribune to weigh in on the Trump-Macron summit in Paris. Each of the the policy-oriented commentaries were in keeping with remarks that Dr. Sheehan made at a panel discussion for U.S. officials in Europe earlier this summer where he spoke alongside former Secretary of Homeland Security Tom Ridge and joined a distinguished international research delegation.

This past June, Dr. Sheehan also served as the Moderator for the National Geographic Channel premiere of Hell on Earth: The Fall of Syria & the Rise of ISIS in Washington, D.C. The documentary – by Academy-Award nominated filmmaker and New York Times #1 best-selling author Sebastian Junger and Emmy award winner Nick Quested – traced the origins of the Syrian crisis and the rise of Islamic State. In July 2017, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – traveled to Paris as part of a distinguished research delegation examining the Iranian opposition in the lead up to the second anniversary of the Joint Comprehensive Plan of Action with Iran. The theme of the conference – regime change in Iran – was consistent with Dr. Sheehan’s policy-oriented writing, scholarship, and media appearances, as well as analyses he has provided to policymakers in the U.S. Congress.

An invited guest of the organizing committee, Dr. Sheehan met with bipartisan U.S. officials during his visit to discuss Middle East policy as well as his scholarship on regime change. He also spoke at panel discussion featuring former Secretary of Homeland Security Tom Ridge and participated in extensive media coverage of the event. Topics raised by Dr. Sheehan in recent op-eds were also discussed by prominent U.S. and world leaders. The annual conference – which featured crowds estimated at more than 100,000 – is the largest annual gathering of the democratic Iranian opposition in exile and featured remarks by leaders from more than fifty countries, a bipartisan delegation of senior U.S. officials, and prominent academics from around the world. The Joint Comprehensive Plan of Action with Iran, democracy, human rights, the rule of law, and the deteriorating situation in neighboring Syria and Iraq were discussed. The events, which were carried live in the U.S. by Fox News and The Washington Times, were also broadcast inside Iran by Voice of America and featured prominently in Arab newspapers.

Dignitaries in attendance included former Speaker of the U.S. House of Representatives Newt Gingrich; former FBI Director Louis Freeh, former Secretary of Homeland Security Tom Ridge; former U.S. Attorney General Judge Michael Mukasey; and former National Security Advisor to President George W. Bush, Frances Townsend, and many others. Prince Turki bin Faisal Al Saud, former Director of the Saudi General Intelligence Directorate in Saudi Arabia’s Intelligence Agency, pledged his commitment to regime change in Iran and expressed strong support for the Iranian resistance. Dr. Sheehan has written and spoken extensively on the concept of regime change in Iran in both scholarly and news outlets.

On June 27, 2017, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – delivered an invited keynote address at the 6th Annual Meeting of Cercle Grand Paris de l’Investissement Durable / Grand Paris Alliance for Metropolitan Development, an independent Paris-based think-tank. The international meeting – held at Deloitte headquarters in France – was sponsored by Deloitte Consulting LLP and Suez and attended by academics, civic leaders, NGO’s, business leaders, and elected officials. In advance of the annual forum, Dr. Sheehan co-authored an article in Citiscope with colleagues from Paris and Morocco titled Why the World Needs a Metropolitan Compact: A New Vision for the Future of Sustainability.

A generation ago, the United Nations launched the Global Compact, an effort to connect sustainability with private-sector entrepreneurism. Today, it is the world’s largest corporate sustainability initiative, involving more than 12,000 signatories from over 160 countries.

The creation of the Global Compact was a landmark event in that it signalled the international community’s recognition of the need for a broad-based, multi-stakeholder approach to sustainability. Using that idea, we are now calling for new global recognition of one of the most powerful trends shaping worldwide systems today: metropolitanization. We call this new vision the Metropolitan Compact.

In May 2017, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – was presented with an official citation from the Maryland State Senate by Senator Nathaniel J. McFadden, President Pro Tem, in recognition of “Exceptional leadership and Service to the University of Baltimore and both the Negotiations and Conflict Management as well as Global Affairs and Human Security Programs.” Senator McFadden served as the Maryland Senate’s Majority Leader from 2003-2007 and is Chairman of the Baltimore City Senate Delegation. The distinction was delivered by graduate students in the College of Public Affairs at the Spring 2017 end-of-year celebration dinner at the University of Baltimore.

The distinction follows prior recognitions at the university and university system levels: In 2015, Dr. Sheehan received the President’s Faculty Award for outstanding contributions related to teaching, research, and service in support of the university’s mission. The award is the highest institutional honor bestowed on a faculty member annually. In 2016, Sheehan was the recipient of the University System of Maryland Board of Regents Award. The award is the highest honor bestowed by the University System of Maryland Board of Regents in recognition of exemplary faculty achievements.

Congressional Briefing | Iran Presidential Election: Status Quo or Change? | U.S. Congress | 16 May 2017

On May 16, 2017, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – was invited to moderate and speak at a briefing in the U.S. Congress for media and legislative staffers on the 2017 presidential elections in Iran. The panel discussion, held in the Rayburn Building’s House Foreign Affairs Committee Room, featured remarks by Congressman Mike Coffman (R-CO), Congressman Thomas Garrett (R-VA), and leading Middle East experts Ilan Berman, Lee Smith, and Alireza Jafarzadeh. The event, carried live by Voice of America and translated in Farsi, was broadcast inside Iran.

On May 17, Dr. Sheehan followed his remarks in the U.S. Congress with a leading op-ed in Independent Journal Review titled When Iran Votes For President Friday, Is It A Referendum On The Future Or More Of The Same?

Warning that the ultimate power in contemporary Iran resides with the Supreme Leader, Ali Khamenei, Dr. Sheehan cautioned U.S. policymakers not to expect reforms when either candidate wins:

“In the 2017 contest Iranians have again been denied an opportunity to choose from those who represent a meaningful departure from the status quo, they have been denied access to information from credible news outlets, and journalists, activists, and scholars have been denied basic freedoms widely considered staples of liberal democracy…

Without fundamental change in Iran the world will see more terrorism exported abroad and more violence directed at Iranians at home. Without real change in Tehran the world will get more ballistic missile tests, more covert arms transfers, more illicit nuclear activities, and more human rights abuses…

The Iranian regime’s rogue status and lack of legitimacy will leave whomever emerges on Friday vulnerable to a Persian Spring. As one prominent former U.S. official at the Foundation for Defense of Democracies concluded in the Wall Street Journal: History contradicts the dream of Iranian moderation so long as the existing regime is left intact.”

One day after the Congressional briefing moderated by Dr. Sheehan two senior members of the House Foreign Affairs Committee asked Secretary of State Tillerson not to recognize the Iranian Presidential Election in a formal letter to the Department of State. And one day after Dr. Sheehan’s op-ed, the editorial board of The Washington Post concluded, like Sheehan, that “real transformation in Iran will require a collapse of the Islamic Republic.”

A terrorism scholar, Dr. Sheehan’s recent scholarship has explored topics related to the Iranian opposition and regime change.

A new 84 page report released by the University of Baltimore articulates how the United Nation’s Sustainable Development Goals (SDGs) can be localized to support a more sustainable Baltimore. Mayor Catherine Pugh endorsed the initiative when she took office in December 2016. “As you will read in this report, the indicators reflect the range of work that is already being done in Baltimore, challenge us to push further, and connect us to a global effort,” said Mayor Pugh in the report’s foreword. “Every urban university has a special responsibility to support and advance the communities in which it resides,” said Kurt L. Schmoke, president of the University of Baltimore. “At UB, we are sharing our expertise in the growing field of sustainability, serving as a gathering place for information, trends and planning efforts. In time, this hard work will help to deliver a Baltimore that is more livable, equitable and, most importantly, a city that thrives in the 21st century.” A link to the full report, which includes ways to get involved and details about each of the Baltimore SDGs, is available on UB’s Sustainable Cities Initiative website.

Baltimore was selected as a model city for the Sustainable Cities Initiative, a global effort to bring together academic institutions and key stakeholders to support the UN’s SDGs—a series of global aspirations and priorities designed to take on major sustainable development challenges.

The University of Baltimore, its College of Public Affairs and the Jacob France Institute in the Merrick School of Business served lead university partners in the effort to facilitate a process that articulated Baltimore’s strategies and goals in support of sustainable development and a framework for setting targets. Baltimore was selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). The project, facilitated by the United Nations Sustainable Development Solutions Network (SDSN), was funded by the Kresge Foundation via Columbia University, and brought together academic institutions and key stakeholders to support the UN’s Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges.

Jeffrey Sachs, special advisor to the UN Secretary General and director of SDSN, believes Baltimore is serving as a trailblazer in demonstrating how the SDGs can work for cities in the United States.

“I am thrilled to be working with Baltimore and its citizens to build on past successes, to find new, innovative solutions to persistent development challenges, and to support Baltimore to become a leader in the world of sustainable development,” Sachs said.

On September 29, 2016, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – was interviewed by Cited podcast for an episode on academic freedom in Iran. Dr. Sheehan’s interview follows the release of Professor Homa Hoodfar, a Canadian-Iranian anthropologist who had been detained — many thought unjustly — in Tehran’s Evin prison since March.

On the 15th anniversary of the September 11 terrorist attacks, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – weighs in at the congressional newspaper The Hill to call attention to the importance of “Academic Freedom” and to highlight its importance to democratic discourse in the Middle East. Learn more about the valuable work undertaken by the US-based organization Scholars at Risk, a network of individuals and academic institutions that promotes the principles of academic freedom around the globe.

Excerpts via @TheHill: In totalitarian societies, power is maintained in part by the control of memory and reinvention of the past. While all societies promote a collective history, totalitarian states tend to advocate a single authorized version. In contemporary Iran, revolutionary ideology and memory itself has been reconstructed to erase any trace of the role of democratic-leaning students and academics in creating an official narrative that implies that the revolution was not about freedom or rights but only about Islamic identity. Recovering silenced accounts of the past has the potential to challenge dominant narratives and become a tool for advocates for change…

…As the world pays tribute to the 15th anniversary of the 9/11 attacks, it is important for U.S. officials to champion the freedom to think, write and teach freely and consider all of the implications this has for the development of tolerant and pluralistic societies. By supporting academic freedom as a universal commitment, U.S. leaders can make a small contribution toward a more democratic discourse in the Middle East and uphold a basic value too often taken for granted in the West. #PDF

In July 2016, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – traveled to Paris as part of a distinguished research delegation examining the Iranian opposition on the first anniversary of the conclusion of negotiations that resulted in the Joint Comprehensive Plan of Action with Iran.

A guest of the organizing committee, Dr. Sheehan met with a series of bipartisan U.S. officials in Paris to discuss U.S.-Iran policy and his research on regime change. He also chaired a panel featuring former U.S. Attorney General Judge Michael Mukasey. While in Europe, Sheehan met with a recently released American hostage detained at Iran’s notorious Evin Prison and examined the deteriorating human rights situation in Iran through a series of interviews with Iranian dissidents.

The annual conference – which featured crowds estimated at more than 100,000 – is the largest annual gathering of the democratic Iranian opposition in exile. The July event featured remarks by leaders from more than fifty countries, a bipartisan delegation of senior U.S. officials, and prominent academics from around the world. The Joint Comprehensive Plan of Action with Iran, democracy, human rights, the rule of law, and the deteriorating situation in neighboring Syria and Iraq were discussed.

Dignitaries in attendance included former Speaker of the U.S. House of Representatives Newt Gingrich; former Secretary of Homeland Security Tom Ridge; former U.S. Attorney General Judge Michael Mukasey; and former National Security Advisor to President George W. Bush, Frances Townsend, among many others.

Prince Turki bin Faisal Al Saud, a former Director of the Saudi General Intelligence Directorate, Saudi Arabia’s Intelligence Agency, pledged his commitment to regime change from within via the Iranian resistance. Clare M. Lopez, Vice President for Research and Analysis at the Center for Security Policy, reflected on the significance of the new alliance between the former Saudi Ambassador to the U.S., a member of the House of Saud, and the principal Iranian opposition:

Although not openly stated by bin Faisal, the new NCRI-Riyadh alliance may be expected to involve funding, intelligence sharing, and possible collaboration in operations aimed at the shared goal of overthrowing the current Tehran regime.

The University of Baltimore’s Debra Stanley, professor in the School of Criminal Justice, and Ivan Sascha Sheehan, associate professor in the School of Public and International Affairs, have been named recipients of a 2016 University System of Maryland Regents’ Faculty Award. Sheehan received the award for Excellence in Mentoring, while Stanley received the award for Excellence in Public Service. Both teach in UB’s College of Public Affairs.

“I’m proud that two of our finest professors have been recognized by the USM for their outstanding contributions, both to our institution and beyond,” said UB President Kurt L. Schmoke. “Professor Stanley and Professor Sheehan represent what is truly special about UB, and it’s gratifying for all of us here that their efforts are acknowledged by the Board of Regents.”

“This is great news not only for Debra and Sascha—it’s also wonderful for UB,” said Darlene Smith, executive vice president and provost. “To have two Regents Faculty Award winners on our faculty says a lot about what our campus is capable of, and how much we value and support their work as scholars, educators and leaders. My congratulations to them, and to us.”

The awards are the highest honor bestowed by the Board of Regents in recognition of exemplary faculty achievements. Stanley and Sheehan will join their fellow faculty winners at a special presentation ceremony hosted by the board on Friday, April 15, at the University of Maryland University College in Adelphi, Md.

Each year, up to 17 awards in five categories—mentoring; public service; research/scholarship/creative activity; teaching; and innovation—are presented to faculty from across the USM.

Dr. Ivan Sascha Sheehan is currently working on matters related to the implementation of sustainable development goals in Baltimore. His work and that of his colleagues is discussed in several new articles featured at the United Nations Sustainable Development Solutions Network (UNSDSN).

The University of Baltimore, its College of Public Affairs and the Jacob France Institute in its Merrick School of Business is serving as lead university partner to facilitate a process that articulates Baltimore’s strategies and goals in support of sustainable development.

Baltimore has been selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). The project, facilitated by the United Nations Sustainable Development Solutions Network (SDSN) and Climate Nexus, and funded by the Kresge Foundation via Columbia University, brings together academic institutions and key stakeholders to support the UN’s newly adopted Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges. Jeffrey Sachs, special advisor to UN Secretary General Ban Ki-moon and director of SDSN, believes Baltimore can serve as a trailblazer in demonstrating how the SDGs could work for cities in the United States, and the importance of addressing social issues, such as race and class and poverty alleviation, along with economic ones.

“I am thrilled to be working with Baltimore and its citizens to build on past successes, to find new, innovative solutions to persistent development challenges, and to support Baltimore to become a leader in the world of sustainable development,” Sachs said.
