On July 1, 2018, Dr. Ivan Sascha Sheehan was named Executive Director (Chair) of the School of Public & International Affairs (SPIA) – the largest unit within the College of Public Affairs – at the University of Baltimore. In this role, Sheehan will oversee 7 graduate and undergraduate programs, 6 program directors, 23 full-time faculty, dozens of adjunct faculty, and more than 750 students.

The University of Baltimore’s College of Public Affairs is in the top 25 percent of all 282 public affairs institutions in the United States in the 2019 U.S. News & World Report graduate-school rankings, where it ties with Brown University, Claremont Graduate University, University of Massachusetts-Amherst, University of Texas-Dallas, University of California-San Diego, and Pepperdine University. The University of Baltimore is a member of the University System of Maryland.

Prior to assuming leadership of the School of Public and International Affairs, Dr. Sheehan – a tenured Associate Professor of Public and International Affairs – served for 8 years as the director of the Negotiation and Conflict Management graduate program and founding director of the Global Affairs and Human Security graduate program in the College of Public Affairs.

An award-winning professor, Sheehan is the recipient of the 2015 University of Baltimore President’s Faculty Award, the 2016 University System of Maryland Board of Regents Award, and a 2017 citation from the Maryland State Senate in recognition of “Exceptional leadership and Service to the University of Baltimore.”

U.N. SDSN/SCI-UB | U.N. SDSN Sustainable Development Goals Final Report – Baltimore | Sustainable Development Solutions Network | Sustainable Cities Initiative Final Report – Baltimore | Spring 2017

A new 84 page report released by the University of Baltimore articulates how the United Nation’s Sustainable Development Goals (SDGs) can be localized to support a more sustainable Baltimore. Mayor Catherine Pugh endorsed the initiative when she took office in December 2016. “As you will read in this report, the indicators reflect the range of work that is already being done in Baltimore, challenge us to push further, and connect us to a global effort,” said Mayor Pugh in the report’s foreword. “Every urban university has a special responsibility to support and advance the communities in which it resides,” said Kurt L. Schmoke, president of the University of Baltimore. “At UB, we are sharing our expertise in the growing field of sustainability, serving as a gathering place for information, trends and planning efforts. In time, this hard work will help to deliver a Baltimore that is more livable, equitable and, most importantly, a city that thrives in the 21st century.” A link to the full report, which includes ways to get involved and details about each of the Baltimore SDGs, is available on UB’s Sustainable Cities Initiative website.

Baltimore was selected as a model city for the Sustainable Cities Initiative, a global effort to bring together academic institutions and key stakeholders to support the UN’s SDGs—a series of global aspirations and priorities designed to take on major sustainable development challenges.

The University of Baltimore, its College of Public Affairs and the Jacob France Institute in the Merrick School of Business served lead university partners in the effort to facilitate a process that articulated Baltimore’s strategies and goals in support of sustainable development and a framework for setting targets. Baltimore was selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). The project, facilitated by the United Nations Sustainable Development Solutions Network (SDSN), was funded by the Kresge Foundation via Columbia University, and brought together academic institutions and key stakeholders to support the UN’s Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges.

Jeffrey Sachs, special advisor to the UN Secretary General and director of SDSN, believes Baltimore is serving as a trailblazer in demonstrating how the SDGs can work for cities in the United States.

“I am thrilled to be working with Baltimore and its citizens to build on past successes, to find new, innovative solutions to persistent development challenges, and to support Baltimore to become a leader in the world of sustainable development,” Sachs said.

On November 17, 2016, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – delivered the keynote address at the annual meeting of the University System of Maryland Foundation Board of Directors. Each year one “outstanding professor” is chosen to deliver a talk on their work. Dr. Sheehan was introduced by University of Baltimore President Kurt L. Schmoke. Sheehan’s talk – Reflections on a Journey in International Relations: Faculty Roles and Responsibilities – showcased his own work on evidence-based counterterrorism policy and examined the unique obligations faculty members have to inform the public discourse and shape thinking on contemporary policy issues. Sheehan is the recipient of the 2015 University of Baltimore President’s Faculty Award for outstanding contributions relating to teaching, research, and service as well as the 2016 University System of Maryland Board of Regents Award.

The University of Baltimore’s Debra Stanley, professor in the School of Criminal Justice, and Ivan Sascha Sheehan, associate professor in the School of Public and International Affairs, have been named recipients of a 2016 University System of Maryland Regents’ Faculty Award. Sheehan received the award for Excellence in Mentoring, while Stanley received the award for Excellence in Public Service. Both teach in UB’s College of Public Affairs.

I’m proud that two of our finest professors have been recognized by the USM for their outstanding contributions, both to our institution and beyond,” said UB President Kurt L. Schmoke. “Professor Stanley and Professor Sheehan represent what is truly special about UB, and it’s gratifying for all of us here that their efforts are acknowledged by the Board of Regents.”

“This is great news not only for Debra and Sascha—it’s also wonderful for UB,” said Darlene Smith, executive vice president and provost. “To have two Regents Faculty Award winners on our faculty says a lot about what our campus is capable of, and how much we value and support their work as scholars, educators and leaders. My congratulations to them, and to us.”

The awards are the highest honor bestowed by the Board of Regents in recognition of exemplary faculty achievements. Stanley and Sheehan will join their fellow faculty winners at a special presentation ceremony hosted by the board on Friday, April 15, at the University of Maryland University College in Adelphi, Md.

Each year, up to 17 awards in five categories—mentoring; public service; research/scholarship/creative activity; teaching; and innovation—are presented to faculty from across the USM.

USA Sustainable Cities Initiative Launches in Baltimore, with UB Named as Lead University Partner

Part of a Global Effort to Achieve Newly Adopted Sustainable Development Goals

The University of Baltimore, its College of Public Affairs and the Jacob France Institute in its Merrick School of Business will serve as lead university partner to facilitate a process that articulates Baltimore’s strategies and goals in support of sustainable development.

Baltimore has been selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). This project, led by the United Nations Sustainable Development Solutions Network (SDSN) and Climate Nexus, brings together academic institutions and key stakeholders to support the UN’s newly adopted Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges. Jeffrey Sachs, special advisor to UN Secretary General Ban Ki-moon and director of SDSN, believes Baltimore can serve as a trailblazer in demonstrating how the SDGs could work for cities in the United States, and the importance of addressing social issues, such as race and class and poverty alleviation, along with economic ones.

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, received a university-wide nomination for the prestigious 2016 University System of Maryland (USM) Board of Regents Award in the category of Mentorship. The nomination by Dean of the College of Public Affairs Roger Hartley and President of the University of Baltimore Kurt Schmoke was approved by the University of Baltimore University Faculty Senate and Provost Joseph Wood and will be under review by the University System of Maryland through May 2016.

Dr. Sheehan was the recipient of the 2015 President’s Faculty Award for outstanding contributions related to teaching, research, and service in support of the university’s mission. You can listen to Dr. Sheehan’s remarks at the award luncheon here.

In Fall 2015, Sheehan was also nominated for the distinguished Andrew Carnegie Fellows program – an initiative by the Carnegie Corporation that selects 32 Americans annually to receive grant funding of up to $200,000 to carry out research that addresses current and future challenges to U.S. democracy or international order.

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, accepted the 2015 President’s Faculty Award at a luncheon held in his honor on September 9. Audio from Dr. Sheehan’s remarks picks up approximately 10 seconds into his remarks, following a generous introduction by President Kurt Schmoke, and lasts approximately 40 minutes.

The President’s Faculty Award is the highest honor bestowed on a faculty member annually. Recipients have made outstanding contributions to teaching, research, and service in support of the university’s mission.

Below is a summary of the selection committee’s assessment:

“Dr. Sheehan is a highly regarded faculty member who reflects the University of Baltimore’s highest standards. In his time at the University of Baltimore he has published six scholarly articles, a book, a peer-reviewed book chapter and many other chapters and research monographs. His numerous works and presentations have significant impact on the fields of terrorism and counterterrorism, insurgency, conflict management and political oppression. He is also an outstanding teacher. In a letter submitted in support of his nomination, Dr. Larry Thomas – former Dean of the College of Public Affairs – indicated that “…his student evaluations are among the highest that I have seen during all my years serving both as a faculty member and as an administrator at the university.””
