On September 29, 2016, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – was interviewed by Cited podcast for an episode on academic freedom in Iran. Dr. Sheehan’s interview follows the release of Professor Homa Hoodfar, a Canadian-Iranian anthropologist who had been detained — many thought unjustly — in Tehran’s Evin prison since March.

Cited is an award-winning documentary radio program funded by the Social Sciences and Humanities Research Council and the University of British Columbia. SHEEHAN | Iran’s Assault on Academic Freedom | The Hill | Op-Ed | 11 September 2016

On the 15th anniversary of the September 11 terrorist attacks, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – weighs in at the congressional newspaper The Hill to call attention to the importance of “Academic Freedom” and to highlight its importance to democratic discourse in the Middle East. Learn more about the valuable work undertaken by the US-based organization Scholars at Risk, a network of individuals and academic institutions that promotes the principles of academic freedom around the globe.

Excerpts via @TheHill: In totalitarian societies, power is maintained in part by the control of memory and reinvention of the past. While all societies promote a collective history, totalitarian states tend to advocate a single authorized version. In contemporary Iran, revolutionary ideology and memory itself has been reconstructed to erase any trace of the role of democratic-leaning students and academics in creating an official narrative that implies that the revolution was not about freedom or rights but only about Islamic identity. Recovering silenced accounts of the past has the potential to challenge dominant narratives and become a tool for advocates for change…

…As the world pays tribute to the 15th anniversary of the 9/11 attacks, it is important for U.S. officials to champion the freedom to think, write and teach freely and consider all of the implications this has for the development of tolerant and pluralistic societies. By supporting academic freedom as a universal commitment, U.S. leaders can make a small contribution toward a more democratic discourse in the Middle East and uphold a basic value too often taken for granted in the West. #PDF

SHEEHAN: Trump’s Torture Stance is Bad Counterterrorism Policy | The Hill | Op-Ed | 1 July 2016

In the aftermath of terrorist attacks in Istanbul on June 28, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – questions the wisdom of Donald Trump’s embrace of torture as an appropriate counterterrorism tool. The criticism is situated in the context of studies Dr. Sheehan has undertaken over the past ten years on matters related to evidence-based counterterrorism policy. #PDF #PR

Excerpts:

When force disintegrates into barbarism in asymmetric conflicts, as it was shown to do in footage released in 2003 depicting abuse and humiliation of Iraqis at Abu Ghraib prison, the negative effects are magnified. The photographs of U.S. soldiers and CIA personnel abusing Iraqi prisoners was not simply, as Fareed Zakaria (2005) put it, just “bad public relations”:

Ask any soldier in Iraq when the general population really turned against the United States and he will say, ‘Abu Ghraib.’ A few months before the scandal broke, Coalition Provisional Authority polls showed Iraqi support for the occupation at 63 percent. A month after Abu Ghraib, the number was 9 percent.

The lesson: When you brutalize the enemy, there are negative consequences.

The University of Baltimore’s Debra Stanley, professor in the School of Criminal Justice, and Ivan Sascha Sheehan, associate professor in the School of Public and International Affairs, have been named recipients of a 2016 University System of Maryland Regents’ Faculty Award. Sheehan received the award for Excellence in Mentoring, while Stanley received the award for Excellence in Public Service. Both teach in UB’s College of Public Affairs.

“I’m proud that two of our finest professors have been recognized by the USM for their outstanding contributions, both to our institution and beyond,” said UB President Kurt L. Schmoke. “Professor Stanley and Professor Sheehan represent what is truly special about UB, and it’s gratifying for all of us here that their efforts are acknowledged by the Board of Regents.”

“This is great news not only for Debra and Sascha—it’s also wonderful for UB,” said Darlene Smith, executive vice president and provost. “To have two Regents Faculty Award winners on our faculty says a lot about what our campus is capable of, and how much we value and support their work as scholars, educators and leaders. My congratulations to them, and to us.”

The awards are the highest honor bestowed by the Board of Regents in recognition of exemplary faculty achievements. Stanley and Sheehan will join their fellow faculty winners at a special presentation ceremony hosted by the board on Friday, April 15, at the University of Maryland University College in Adelphi, Md.

Each year, up to 17 awards in five categories—mentoring; public service; research/scholarship/creative activity; teaching; and innovation—are presented to faculty from across the USM.

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, has been named to the Advisory Board for the Cyber Education Journal. The newly established, peer-reviewed journal is published by the National Integrated Cyber Education Research Center, an academic division of the Cyber Innovation Center.

“The Cyber Education Journal is an international, peer-reviewed, open-access publication devoted to an integrated approach to cyber education. It welcomes submissions from scholars in multiple disciplines that address issues related to teaching and learning about the emergence and proliferation of connected digital technologies in contemporary society. These issues include cybersecurity, sustainability, privacy, workforce development, ethics, autonomous systems, communication, and domestic and international relations. It especially welcomes papers that take multidisciplinary, interdisciplinary, or transdisciplinary approaches to teaching and learning about the cyber domain.”

Dr. Sheehan is also currently serving as a consultant on national team of faculty in a Department of Homeland Security sponsored cybersecurity initiative to promote learning through simulation and curriculum design. Dr. Sheehan, a Project Director for the initiative, is contributing to the national expansion of the cyber discovery program through his participation in a series of content-creation seminars that involve scenario generation.

A series of meetings facilitated by the Cyber Innovations Center/National Integrated Cyber Education Research Center, Louisiana Tech University, and key faculty from across the country commenced in December 2015 at the University of Central Arkansas. The University of Baltimore, its College of Public Affairs and the Jacob France Institute in its Merrick School of Business is serving as lead university partner to facilitate a process that articulates Baltimore’s strategies and goals in support of sustainable development.

Baltimore has been selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). The project, facilitated by the United Nations Sustainable Development Solutions Network (SDSN) and Climate Nexus, and funded by the Kresge Foundation via Columbia University, brings together academic institutions and key stakeholders to support the UN’s newly adopted Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges. Jeffrey Sachs, special advisor to UN Secretary General Ban Ki-moon and director of SDSN, believes Baltimore can serve as a trailblazer in demonstrating how the SDGs could work for cities in the United States, and the importance of addressing social issues, such as race and class and poverty alleviation, along with economic ones.

On February 26, 2016, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – will chair a panel on Iran policy at the 2016 Middle East Dialogue (MED) annual conference in Washington, DC. Dr. Sheehan presented at MED conferences in 2013, 2014, and 2015. He also twice published in the peer-reviewed journal Digest of Middle East Studies (2013, 2014) as well as in a Policy Studies Organization edited volume (2014).

The Middle East Dialogue is hosted annually by the Policy Studies Organization at the historic Whittemore House in Washington, DC where it attracts academics, analysts, and government officials with an interest in policy issues impacting the Middle East.

Sheehan also recently presented at the 2016 Southern Political Science Association (SPSA) Annual Conference in San Juan, Puerto Rico; the 2015 International Studies Association (ISA) Annual Conference in New Orleans, Louisiana, and the 2015 American Political Science Association (APSA) Annual Conference in San Francisco, California.

Founded in 1915, AAC&U is the leading national association concerned with the quality, vitality, and public standing of undergraduate liberal education.

AAC&U’s 2016 conference on General Education and Assessment is designed to examine research, evidence, and models for effective general education programs and courses that work for all students. With focused attention on equity, the meeting will examine effective general education teaching and learning methods, campus cultures that value and support general education, integrative general education frameworks, and transparent approaches to assessment.

In spring 2016, Dr. Sheehan was appointed by Provost Darlene Brannigan Smith to chair a university-wide Taskforce on General Education. The university-wide committee, which has broad faculty and administrative representation from the Colleges of Public Affairs, Arts and Sciences, and Business as well as the General Education Council and Langsdale Library, will make recommendations for improvements to general education programming in late spring 2016. The proposals for reform will be sent to the constituent college faculty senates and eventually to the University Faculty Senate and senior administration for further consideration and possible implementation in AY 16-17. The taskforce is carefully reviewing Code of Maryland Regulations (COMAR) as well as the latest Middle States Commission on Higher Education (MSCHE) standards.

The theme for the 2016 Southern Political Science Association Annual Annual Conference is Rich and Poor Democracy. The theme reflects an overarching interest in the positive and normative aspects of the inequality in democratic representation. The Southern Political Science Association is one of the oldest and largest political science organizations in the United States. Founded in 1929, its principle goals are to improve teaching, to promote interest and research in theoretical and practical political problems, to encourage communication, and to develop standards of competence and respect between persons engaged in the professional study and practice of government and politics.

Sheehan also recently spoke at the 2015 International Studies Association (ISA) Annual Conference in New Orleans, the 2015 American Political Science Association (APSA) Annual Conference in San Francisco, and is scheduled to appear at the 2016 Middle East Dialogue/Policy Studies Organization (MED/PSO) annual meeting in Washington, D.C. in February 2016.

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, is serving as a consultant on national team of faculty in a Department of Homeland Security sponsored cybersecurity initiative to promote learning through simulation and curriculum design. Dr. Sheehan, a Project Director for the initiative, is contributing to the national expansion of the cyber discovery program through his participation in the content-creation seminars that involve scenario generation.

A series of meetings facilitated by the Cyber Innovations Center/National Integrated Cyber Education Research Center, Louisiana Tech University, and key faculty from across the country commenced in December 2015 at the University of Central Arkansas. Part of a Global Effort to Achieve Newly Adopted Sustainable Development Goals

The University of Baltimore, its College of Public Affairs and the Jacob France Institute in its Merrick School of Business will serve as lead university partner to facilitate a process that articulates Baltimore’s strategies and goals in support of sustainable development.

Baltimore has been selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). This project, led by the United Nations Sustainable Development Solutions Network (SDSN) and Climate Nexus, brings together academic institutions and key stakeholders to support the UN’s newly adopted Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges. Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, received a university-wide nomination for the prestigious 2016 University System of Maryland (USM) Board of Regents Award in the category of Mentorship. The nomination by Dean of the College of Public Affairs Roger Hartley and President of the University of Baltimore Kurt Schmoke was approved by the University of Baltimore University Faculty Senate and Provost Joseph Wood and will be under review by the University System of Maryland through May 2016.

Dr. Sheehan was the recipient of the 2015 President’s Faculty Award for outstanding contributions related to teaching, research, and service in support of the university’s mission. You can listen to Dr. Sheehan’s remarks at the award luncheon here.

In Fall 2015, Sheehan was also nominated for the distinguished Andrew Carnegie Fellows program – an initiative by the Carnegie Corporation that selects 32 Americans annually to receive grant funding of up to $200,000 to carry out research that addresses current and future challenges to U.S. democracy or international order.
