In July 2016, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – traveled to Paris as part of a distinguished research delegation examining the Iranian opposition on the first anniversary of the conclusion of negotiations that resulted in the Joint Comprehensive Plan of Action with Iran.

A guest of the organizing committee, Dr. Sheehan met with a series of bipartisan U.S. officials in Paris to discuss U.S.-Iran policy and his research on regime change. He also chaired a panel featuring former U.S. Attorney General Judge Michael Mukasey. While in Europe, Sheehan met with a recently released American hostage detained at Iran’s notorious Evin Prison and examined the deteriorating human rights situation in Iran through a series of interviews with Iranian dissidents.

The annual conference – which featured crowds estimated at more than 100,000 – is the largest annual gathering of the democratic Iranian opposition in exile. The July event featured remarks by leaders from more than fifty countries, a bipartisan delegation of senior U.S. officials, and prominent academics from around the world. The Joint Comprehensive Plan of Action with Iran, democracy, human rights, the rule of law, and the deteriorating situation in neighboring Syria and Iraq were discussed.

Dignitaries in attendance included former Speaker of the U.S. House of Representatives Newt Gingrich; former Secretary of Homeland Security Tom Ridge; former U.S. Attorney General Judge Michael Mukasey; and former National Security Advisor to President George W. Bush, Frances Townsend, among many others.

Prince Turki bin Faisal Al Saud, a former Director of the Saudi General Intelligence Directorate, Saudi Arabia’s Intelligence Agency, pledged his commitment to regime change from within via the Iranian resistance. Clare M. Lopez, Vice President for Research and Analysis at the Center for Security Policy, reflected on the significance of the new alliance between the former Saudi Ambassador to the U.S., a member of the House of Saud, and the principal Iranian opposition:

Although not openly stated by bin Faisal, the new NCRI-Riyadh alliance may be expected to involve funding, intelligence sharing, and possible collaboration in operations aimed at the shared goal of overthrowing the current Tehran regime.

SHEEHAN | Iran Nuclear Deal One Year Later: Reconsidering Western Optimism | The Hill | Op-Ed | 5 July 2016

In the lead up to the first anniversary of the conclusion of negotiations that resulted in the Joint Comprehensive Plan of Action with Iran, Dr. Ivan Sascha Sheehan – Associate Professor of Public and International Affairs – assesses the wisdom of Western optimism in the face of a deteriorating situation in the Middle East. Writing in the congressional newspaper The Hill, Sheehan concludes that “Western support for a regime engaged in repressive and destabilizing activities in Syria and Iraq – resulting in forced migration with global security implications – is not sustainable or sensible.” #PDF

Excerpts:

…policymakers viewed Rouhani’s election as a vindication of the 2009 protests on the Iranian street. The uprising was brutally repressed by the Iranian Revolutionary Guards Corp after Western powers turned a blind eye to the regime’s domestic violence and intimidation.

Rouhani’s reformist rhetoric, with its emphasis on domestic liberalization and the loosening of restrictions, stood in stark contrast with Mahmoud Ahmadinejad’s firebrand style. The liberal veneer was appealing and the regime successfully leveraged the appearance of moderation.

The charm offensive gave hope to Western policymakers desperate for a kinder, gentler leader in Tehran with whom to negotiate and ultimately resolve the nuclear issue.

The hope of moderation proved as false as it was naïve.

Not only was the rhetoric inconsistent with supreme leader Ayatollah Ali Khamenei’s repressive stances on free speech, academic freedom, minority rights, religious pluralism, gender equality, and democratic activities but Rouhani’s follow-through on promised reforms proved elusive. Though it may not matter to Western officials, the failure to enact reforms greatly impacted Iranian citizens who came to rue their initial support for the apparent moderate.

The University of Baltimore’s Debra Stanley, professor in the School of Criminal Justice, and Ivan Sascha Sheehan, associate professor in the School of Public and International Affairs, have been named recipients of a 2016 University System of Maryland Regents’ Faculty Award. Sheehan received the award for Excellence in Mentoring, while Stanley received the award for Excellence in Public Service. Both teach in UB’s College of Public Affairs.

“I’m proud that two of our finest professors have been recognized by the USM for their outstanding contributions, both to our institution and beyond,” said UB President Kurt L. Schmoke. “Professor Stanley and Professor Sheehan represent what is truly special about UB, and it’s gratifying for all of us here that their efforts are acknowledged by the Board of Regents.”

“This is great news not only for Debra and Sascha—it’s also wonderful for UB,” said Darlene Smith, executive vice president and provost. “To have two Regents Faculty Award winners on our faculty says a lot about what our campus is capable of, and how much we value and support their work as scholars, educators and leaders. The awards are the highest honor bestowed by the Board of Regents in recognition of exemplary faculty achievements. Stanley and Sheehan will join their fellow faculty winners at a special presentation ceremony hosted by the board on Friday, April 15, at the University of Maryland University College in Adelphi, Md.

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, has been named to the Advisory Board for the Cyber Education Journal. The newly established, peer-reviewed journal is published by the National Integrated Cyber Education Research Center, an academic division of the Cyber Innovation Center.

“The Cyber Education Journal is an international, peer-reviewed, open-access publication devoted to an integrated approach to cyber education. It welcomes submissions from scholars in multiple disciplines that address issues related to teaching and learning about the emergence and proliferation of connected digital technologies in contemporary society. These issues include cybersecurity, sustainability, privacy, workforce development, ethics, autonomous systems, communication, and domestic and international relations. It especially welcomes papers that take multidisciplinary, interdisciplinary, or transdisciplinary approaches to teaching and learning about the cyber domain.”

Dr. Sheehan is also currently serving as a consultant on national team of faculty in a Department of Homeland Security sponsored cybersecurity initiative to promote learning through simulation and curriculum design. Dr. Sheehan, a Project Director for the initiative, is contributing to the national expansion of the cyber discovery program through his participation in a series of content-creation seminars that involve scenario generation.

A series of meetings facilitated by the Cyber Innovations Center/National Integrated Cyber Education Research Center, Louisiana Tech University, and key faculty from across the country commenced in December 2015 at the University of Central Arkansas. The University of Baltimore, its College of Public Affairs and the Jacob France Institute in its Merrick School of Business is serving as lead university partner to facilitate a process that articulates Baltimore’s strategies and goals in support of sustainable development.

Baltimore has been selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). The project, facilitated by the United Nations Sustainable Development Solutions Network (SDSN) and Climate Nexus, and funded by the Kresge Foundation via Columbia University, brings together academic institutions and key stakeholders to support the UN’s newly adopted Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges. Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, will represent the University of Baltimore at the Association of American Colleges & Universities (AAC&U) Network for Academic Renewal conference, General Education and Assessment: From My Work to Our Work, in New Orleans, Louisiana between February 18-20, 2016. Founded in 1915, AAC&U is the leading national association concerned with the quality, vitality, and public standing of undergraduate liberal education.

AAC&U’s 2016 conference on General Education and Assessment is designed to examine research, evidence, and models for effective general education programs and courses that work for all students. With focused attention on equity, the meeting will examine effective general education teaching and learning methods, campus cultures that value and support general education, integrative general education frameworks, and transparent approaches to assessment.

In spring 2016, Dr. Sheehan was appointed by Provost Darlene Brannigan Smith to chair a university-wide Taskforce on General Education. The university-wide committee, which has broad faculty and administrative representation from the Colleges of Public Affairs, Arts and Sciences, and Business as well as the General Education Council and Langsdale Library, will make recommendations for improvements to general education programming in late spring 2016. The proposals for reform will be sent to the constituent college faculty senates and eventually to the University Faculty Senate and senior administration for further consideration and possible implementation in AY 16-17. The taskforce is carefully reviewing Code of Maryland Regulations (COMAR) as well as the latest Middle States Commission on Higher Education (MSCHE) standards.

Part of a Global Effort to Achieve Newly Adopted Sustainable Development Goals

The University of Baltimore, its College of Public Affairs and the Jacob France Institute in its Merrick School of Business will serve as lead university partner to facilitate a process that articulates Baltimore’s strategies and goals in support of sustainable development.

Baltimore has been selected as a model city for the new USA Sustainable Cities Initiative (USA-SCI). This project, led by the United Nations Sustainable Development Solutions Network (SDSN) and Climate Nexus, brings together academic institutions and key stakeholders to support the UN’s newly adopted Sustainable Development Goals (SDGs)—a series of global aspirations and priorities designed to take on major sustainable development challenges. “I am thrilled to be working with Baltimore and its citizens to build on past successes, to find new, innovative solutions to persistent development challenges, and to support Baltimore to become a leader in the world of sustainable development,” Sachs said.

On November 5, 2015, Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, spoke in the U.S. Congress alongside prominent U.S. officials including the first Secretary of Homeland Security Tom Ridge, Chairman of the House Foreign Affairs Subcommittee on Middle East and North Africa Rep. Ileana Ros-Lehtinen (R-FL), House Foreign Affairs Chairman Ed Royce (R-CA), Foreign Affairs Ranking Member Rep. Eliot Engel (D-NY), Rep. Ted Poe (R-TX), Rep. Dana Rohrabacher (R-CA), Former U.S. Assistant Secretary of State Amb. PJ Crowley, Former White House National Security Council Senior Staffer and Professor Emeritus at the University of Michigan Raymond Tanter, Former Executive Director of Freedom House Bruce McColm.

The briefing, held in the U.S. House of Representatives Rayburn Office Building, came just one week after a terrorist attack on Iranian dissidents killed 24 individuals and wounded dozens more. The briefing featured assessments of U.S. Iran policy in the the context of the Joint Comprehensive Plan of Action with Iran and bipartisan condemnations of recent violence directed at the Iranian opposition detained in Iraq. The missile attack received widespread coverage in U.S. media including articles in The New York Times, The Washington Post, The Wall Street Journal, the Washington Times, The Associated Press, and FOXnews.com.

Senate Armed Services Committee Chairman John McCain (R-AZ) issued a strong statement describing the attack as an “outrage” which “represents a betrayal of the civilians the United States committed to protect.”

In his remarks Dr. Ivan Sascha Sheehan issued an assessment of the realities facing U.S. policymakers:

“The world’s shift to a pro-engagement policy with Tehran facilitated the decision to crack down on those individuals promoting freedom, democracy, human rights, gender equality, the rule of law, and a non-nuclear Iran.

The attack is just the most recent example of the Iranian regime’s continued state sponsorship of terrorism, in spite of the nuclear agreement.

In the week’s ahead, Congress must build the bipartisanship necessary to demand accountability and action from the Iraqi Government. Congress must also independently use its leverage to only allow funds, arms, and training to the Iraqi Government after it has ensured – in a transparent way and credible way – the protection of the residents of Camp Liberty. In the wake of the Joint Comprehensive plan of Action with Iran, Congress must act more resolutely than ever before.”

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, received a university-wide nomination for the prestigious 2016 University System of Maryland (USM) Board of Regents Award in the category of Mentorship. The nomination by Dean of the College of Public Affairs Roger Hartley and President of the University of Baltimore Kurt Schmoke was approved by the University of Baltimore University Faculty Senate and Provost Joseph Wood and will be under review by the University System of Maryland through May 2016.

Dr. Sheehan was the recipient of the 2015 President’s Faculty Award for outstanding contributions related to teaching, research, and service in support of the university’s mission. You can listen to Dr. Sheehan’s remarks at the award luncheon here.

In Fall 2015, Sheehan was also nominated for the distinguished Andrew Carnegie Fellows program – an initiative by the Carnegie Corporation that selects 32 Americans annually to receive grant funding of up to $200,000 to carry out research that addresses current and future challenges to U.S. democracy or international order.
