On November 5, 2015, Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, spoke in the U.S. Congress alongside prominent U.S. officials including the first Secretary of Homeland Security Tom Ridge, Chairman of the House Foreign Affairs Subcommittee on Middle East and North Africa Rep. Ileana Ros-Lehtinen (R-FL), House Foreign Affairs Chairman Ed Royce (R-CA), Foreign Affairs Ranking Member Rep. Eliot Engel (D-NY), Rep. Ted Poe (R-TX), Rep. Dana Rohrabacher (R-CA), Former U.S. Assistant Secretary of State Amb. PJ Crowley, Former White House National Security Council Senior Staffer and Professor Emeritus at the University of Michigan Raymond Tanter, Former Executive Director of Freedom House Bruce McColm.

The briefing, held in the U.S. House of Representatives Rayburn Office Building, came just one week after a terrorist attack on Iranian dissidents killed 24 individuals and wounded dozens more. The briefing featured assessments of U.S. Iran policy in the the context of the Joint Comprehensive Plan of Action with Iran and bipartisan condemnations of recent violence directed at the Iranian opposition detained in Iraq. The missile attack received widespread coverage in U.S. media including articles in The New York Times, The Washington Post, The Wall Street Journal, the Washington Times, The Associated Press, and FOXnews.com.

Senate Armed Services Committee Chairman John McCain (R-AZ) issued a strong statement describing the attack as an “outrage” which “represents a betrayal of the civilians the United States committed to protect.”

In his remarks Dr. Ivan Sascha Sheehan issued an assessment of the realities facing U.S. policymakers:

“The world’s shift to a pro-engagement policy with Tehran facilitated the decision to crack down on those individuals promoting freedom, democracy, human rights, gender equality, the rule of law, and a non-nuclear Iran.

The attack is just the most recent example of the Iranian regime’s continued state sponsorship of terrorism, in spite of the nuclear agreement.

In the week’s ahead, Congress must build the bipartisanship necessary to demand accountability and action from the Iraqi Government. Congress must also independently use its leverage to only allow funds, arms, and training to the Iraqi Government after it has ensured – in a transparent way and credible way – the protection of the residents of Camp Liberty. In the wake of the Joint Comprehensive plan of Action with Iran, Congress must act more resolutely than ever before.”

As the United Nations General Assembly gets underway, Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, weighs in at Al Jazeera on the human rights situation in Iran and the unique opportunity before world leaders.

Excerpts:

“The Iranian regime continues to execute its citizens at a higher rate than any U.N. member state. In fact the regime boasts the highest rate of executions per capita in the world, surpassing even China. More than two thousand have been executed on President Hassan Rouhani’s watch in just two years, more than in any similar period in the past twenty-five years.

Robert Kagan of the Brookings Institution makes the case that regime change in Teheran is the “best nonproliferation policy.” But regime change from within may also be the best strategy to uphold human rights.

U.S. President Barack Obama makes a mistake by treating Tehran as a fixture of the Middle East landscape but other U.S. officials need not make the same mistake. International law does not simply guarantee sovereignty. It upholds human rights. States are instruments of and by the people, not the other way around.”

Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs, participated in a live online press briefing sponsored by the Organization of Iranian-American Communities (OIAC) on September 22. WHY: Nuclear talks with Iran touched off a fierce debate in Washington over the nature of the accord and its review by Congress. Honoring the legacy of Paul Leventhal, a pioneer of Congressional oversight of nuclear nonproliferation who later highlighted the threat of Islamist Iran and its pursuit of nuclear weapons, this panel will critically examine key aspects of the accord that Congress is to assess under the Iran Nuclear Agreement Review Act of 2015.

As a Senate aide, Leventhal organized hearings leading to the 1978 Nuclear Nonproliferation Act.  He then created the Nuclear Control Institute, and subsequently joined the board of the Iran Policy Committee, which Raymond Tanter heads, at its debut conference on 23 February 2005. After Leventhal’s passing in 2007, NCI’s papers were archived at the University of Texas, which established the Nuclear Proliferation Prevention Project and the Leventhal Fellowship.

The NPPP is coordinated by Prof. Alan J. Kuperman, who has written most recently on breakout and proliferation consequences of theIran deal.

Prof. Ivan Sascha Sheehan directs graduate programs in Negotiations and Conflict Management/ Global Affairs and Human Security. The author of several critiques of preemptive force, Sheehan writes and speaks on matters pertinent to congressional oversight of theIran deal, including regime change from within, the Iran threat, and the main Iranian opposition to a nuclear-armed Iran. Sheehan will assess future scenarios and contingencies for the congressional review.

Writings of Tanter include Arab Rebels and Iranian Dissidents, Iran’s Breakout and Sneakout, and Appeasing the Ayatollahs and Suppressing Democracy.

In June 2015 Dr. Ivan Sascha Sheehan, Associate Professor of Public and International Affairs at the University of Baltimore, traveled to Paris as part of a distinguished research delegation examining the Iranian opposition in the context of the ongoing P5+1 nuclear negotiations with the Iranian regime.

A guest of the organizing committee, Dr. Sheehan met with a series of elected officials while at the meeting to discuss U.S.-Iran policy and his research on regime change.

The annual conference – which featured crowds estimated at 100,000 – is the largest annual gathering of the democratic Iranian opposition in exile. The June event featured remarks by leaders from more than fifty countries, a bipartisan delegation of U.S. policymakers, and prominent academics from around the world. The ongoing nuclear negotiations between the P5+1, democracy, human rights, the rule of law, and the deteriorating situation in neighboring Iraq were discussed.

Dr. Sheehan’s talk addressed matters related to the ongoing P5+1 nuclear discussions with Iran and the prospect of regime change from within.

Dr. Ivan Sascha Sheehan has been invited to Paris as a guest of the Organizing Committee for the Convention of Democracy in Iran to serve as an Academic Observer at the largest gathering of the democratic Iranian opposition in exile on June 27, 2014. The event will feature remarks by leaders from more than fifty countries, a bipartisan delegation of U.S. policymakers, and distinguished academics from around the world. Democracy, human rights, the rule of law, and the deteriorating situation in neighboring Iraq will be discussed.

Sheehan’s early work involved quantitative analyses of terrorism incident data and examined the impact of preemptive force on terrorist activity. Since this time, he has published on topics related to evidence-based counterterrorism policy, terrorism courses, terror tagging, counterinsurgency, suicide terrorism, and regime change from within. His latest work has involved both peer-reviewed scholarship and policy-oriented writing on the Islamic Republic of Iran, frequently cited as the most significant state-sponsor of contemporary terrorism, and their democratic political opposition.

On June 7, 2014, Dr. Ivan Sascha Sheehan  was invited to sign a letter to U.S. President Barack Obama along with 37 distinguished former U.S. officials, senior military leaders, and prominent academics. The letter condemns the ongoing mistreatment of Iranian dissidents detained at Camp Liberty in Iraq, outlines the gross injustices faced by the residents, and calls on Mr. Obama to do more to ensure the prompt and safe resettlement of the Iranian exiles before any additional lives are lost.

“… After Iraq assumed responsibility from the U.S. for the security of the exiles at the end of 2008, Iraqi military forces entered Camp Ashraf in July 2009 and April 2011 and attacked the defenseless residents with military-grade weaponry, killing and wounding many. Further lethal rocket and mortar attacks were staged against the residents following their 2011 relocation to Camp Liberty, with the attackers firing from within the Iraqi security perimeter and publicly claiming support from Iran. The deadly operation on September 1, 2013, where a group of MeK persons authorized to remain in Camp Ashraf and oversee disposition of the exiles’ property were systematically attacked, should have prompted an emergency reassessment of the U.S. approach to this problem.

Fifty-two exiles were murdered, many after being immobilized with plastic handcuffs and shot in the head with weapons using silencers. Seven men and women were abducted and remain missing, with the obvious concern that they may have been transferred to the hands of the Iranian government, where they would face virtually certain torture and execution. Cell phone videos and photographs of the unfolding attack on September 1 leave no doubt that uniformed members of Iraqi Prime Minister Nouri al Maliki’s “Golden Division” were the perpetrators, employing target acquisition skills and methods directly reflecting prior training by U.S. special operations forces…”
